With the recent exponential growth of Remotely Piloted Aircraft Systems (RPAS) Aviation Authorities have found themselves to fill a regulatory gap trying to frame RPAS operations, a fast changing market, in the traditional aviation regulation framework. In Italy, the National Civil Aviation Authority issued in 2013 the first edition of the Remotely Piloted Aircraft Systems regulation, which contains many typical elements of a highly regulated and standardized sector such as civil aviation, but applied to a very heterogeneous sector.
To date, the regulation requires for qualification both for the pilot and for the operator who intends to use a specialized RPAS, in a path that leads pilots to obtain a piloting authorization in RPAS Authorized Training Centers.
After this, specialized operators need to register their drones and organization by means of a declaration (Non-critical Op./standard scenario) or authorization request (Critical Operations) to the Authority, following the experimentation of drones and the possession of certain documents and manuals.
